Is starting a surrender vote every time it's available punishable?

My thought is no, but people threaten to report others for it all the time - "report X for being negative, she keeps trying to ff". The vote has a cooldown, so it's not spam, and seems to simply be an intended mechanic of the game. As long as you aren't giving up trying when the vote fails, it seems to me that you should be able to start a vote every time it's off cooldown and that's just how the game works.

Does anyone disagree?

You're correct about that. Since Surrender votes require 4/5 (or 5/5 from 15-20m) to pass, opening Surrender votes is not punishable so long as you're not trying to coerce your team to Surrender in chat or otherwise giving up on the match.

I think it's pretty pointless to spam a surrender vote, when you know that the only way for it to go through is if somebody else changed their mind... at which point they probably would have initiated the vote themselves.

It's also pretty dickish to start a vote despite knowing there is a fight going on, since the popup does tend to take away your attention for a split second, and can with a bit of bad luck even "block" your mouse in a crucial moment. [Edit: Although, to be fair, this kind of problem is probably more easily fixed by Riot than players that start surrender votes.]

So, while I don't think it constitutes punishable behaviour by itself, it's definitely something that I consider when deciding whether I report somebody.

I want "BMing at the nexus when the team is about to win" to be a reportable offense. All I want, is the game to be over with, whether its a win or lost for me.
