A serious question
How many times would a player have to afk after saying "Fuck this I'm afk" in chat before a ban? Why isn't it an automatic ban after clearly saying in /all chat that they want to afk and then do it?

I think it comes down to Riot trying to keep the punishment rules as clear and simple as possible. There are 3 types of "DC" actual dc, purposeful dc, and purposeful dc where they say so.
In almost every situation there is no way to tell 1 and 2 apart. Since 2 and 3 are the same other than the act of informing people the punishment for those 2 should be the same.
This leaves 3 options.
1 and 2 are punished as 1. 3 is the same as 2 so it is also punished as 1.
2 is punished the same as 3. 1 has to be the same as 2 so all dc is punished as 3.
1 and 2 are punished as accidental dc. 3 is punished as purposeful afk.
From a punishment standpoint 3 makes the most sense. However there are a few things to keep in mind. DCers are rewarded for not saying anything (should you really incur extra punishment for saying what you will do before you do it?). The punishment system is suddenly a lot harder to moderate/understand.
Option 2 harshly punishes connection issues and that isn't fair.
So Riot uses option 1.
Note that I am not a Riot employee and this is based off my knowledge of how the system works, experience programming, and reasoning.

I don't think automatic "ban" is warranted, they would likely get leaverbustered though. In addition, ban waves happen roughly every 2 weeks so it wouldn't be immediate if they don't do it enough for leaverbuster to get flagged. I know they have to leave a certain % of their recent games to get flagged by leaverbuster.
