question about reporting

lets say a player says something "toxic" in teamchat in a 5man premade. no one on the ally team reports it. but due to a bad roll on the dice someone on the enemy team gets salty and reports all 9 players. is it possible for the person to be punished we are assuming no one on the ally team reported them. and the reported player did not use allchat
