I think we can all agree that everyone has bad games. Saying otherwise just shows your bias.
So do people get punished for saying GG EZ? I reported numerous amounts of people for saying GG EZ and no one gets banned, yet you have youmuus from youtube who gets banned for going 3/18 tryndamere in a game.
They just worship ezreal and seem to think he is in every game. Weirdo's that should be avoided at all costs.

If I recall correctly, only the last person who reports a player gets notified when they are penalized. It's completely possible players you've reported have been punished, but that you weren't notified for it. If you find players to be deserving of appropriate reports, you are helping by issuing the report.
riot said ggez wont be enough for anyone to get banned by itself but it could contribute to a ban if they were toxic in other ways.
I always report ez, but can't ever recall seeing a notification of punishment. It's these "mild" jerks that make the game slightly less satisfying. Unfortunately, RIOT seems to think "mild" jerks, are effectively ok, because there is practically no punishment.
Lets be real here, the types of people to say "ggez" are probably going to get banned for something else anyways. They aren't the brightest bunch of people.
I try to always treat other players with respect (or at least kindly). Now sure "gg ez" is bitter to swallow, but I shrug it off. Maybe you should too. It is NOT that big of a deal. Also, if I see someone act way too cocky in the game, it makes me want to crush them that much more. And oh how fun it is if we do win. (all game long they kept saying "ez! gg noobs!" so when we won, I confess, I laughed and said "gg ez" right back at them.) Unless someone really insults, griefs or intentionally feeds/afks, I don't think that a report is necessary for typing "gg ez"

For me, the funnest part of this game is tilting the life out of my opposing laner and if I can manage to tilt the whole team then even better. I won't type in all chat but i will do subtle shit like spamming my mastery emote (which i have keybinded to the scroller button on my mouse) and laugh for a good minute on dead bodies even if it costs me my life, and making 1v1s really close (when they really aren't) and make sure I survive with less than 100 health just to really fuck with you. And after spending 30 mins of that, I assume the enemy is pretty riled. Mind you, at this point I still probably havnt touched all chat. Now, if I see the team responding to my actions then I know I got them and that's where I really turn up the bm, up until the end of the game where if we win i will make it my duty to say "gg ez" because if at this point i havent made you afk you at the very least must be extremely tilted. Before I say gg ez i just imagine this person whose been mad as shit probably slamming into his keyboard and shit... So after i type gg ez i figure this person has gone complete ape shit and probably (hopefully) damaged his setup, the thought of which brings me absolute joy. NOTE: I only do this when I can tell my opponents are probably less skilled then i am and I only do this in aram and normals.
TLDR:
If you're the type of person who gets really mad when someone says gg ez, then I thank you. You're the reason I can still enjoy this game. : ^ )
i only say gg ez when im saying gg to the enemy ezreal
I mean it is decided on kind of a stacking system.
For example:
**chat log a ** player 1: leash blue please player 1: let's get baron player 1: ggez
This will probably get nobody banned because just saying ggez does not make for an extremely heavy punishment. Ggez does count toward a report but on it's own it is not enough. You must imagine it like a score system where 100 points is a ban and ggez gives you around 10.
