Ranked needs to be held to higher standards; support without Sightstone is not okay at Diamond+

I'm seeing this fairly often. Someone gets auto-filled and they decide they're just going to fuck around. They're not intentionally feeding, but they aren't really trying to win.

For example, I just had an auto-filled Lux support who refused to buy a Sightstone or any support items. She just built pure AP. I've encountered this specific player a couple of times over the past two years and they've always done this.

This is not okay, and doesn't fly at higher ratings. Ranked needs to be held to some sort of standard, and players who behave like this need to be removed. As it stands, there's nothing we can report them for, even though their behavior is ruining the game for us.
