a drastic, but viable way to deal with inters
simple. champion kills/assists arent worth gold, this would essentially make an intentional feeder no worse then an afk

What makes you think that's "viable" in any way? Destroying the core of the game isn't a reasonable alternative to reduce intentional feeding.
It would also make people int more because of kills steals frustrating people even more. It would ruin supports completely and it would make junglers less likely to gank. Laners would also rage at their jungler more if the jungler takes anything from their lanes. Also inters would still assist, but could now also try to kill steal to take the money from people that are trying.
