people who dont have issues with being punished wont see this as an issue.

but for people who have a hard time ignoring people. this is a VERY real problem. and needs to be adressed personally. i feel like flamebaiting should be given escalated punishments. but thats just my opinion.

some potential solutions i have to this are.

A. make it so in order to report someone. you must also be eligible for loot/end of season rewards B. make it so people with a history of toxicity have lowered report weight C. limit the amount of reports a person can file in a day D. make it so if one person is toxic in a game and gets punished. anyone who is in a game with them and is also toxic gets a punishment too. regardless of if they were reported E. add the ability for players to turn off chat completely. not just mute F. add manual chat restrictions that a player could activate for a set amount of games G. remove chat altogether in favor of pings

B. Already exists. Also, someone that abuses the report system (usually toxic players) have their report weight brough down, until a point where they can actually be ignored. C. That varies. I play 3 or 4 games every 2 or 3 days, that's 1 game per day. Some players play more than 1 game per day. You can't put an hard cap on reports. That said, I don't report that often so it probably wouldn't be an issue if it was implemented. D. The only way a system can detect if you are toxic or not is by receving a report. Strong language is already flagged by the system, but subtile toxic behaviour, like flamebaiting, isn't detect unless someone reports it. E. You can drag the chat window away from the screen. Not a nice solution, but it's possible. Wouldn't hurt to have that option tough. F. I don't understand what you want here. G. Chat will always be important. Not everyone can use voice chat and sometimes you need to explain to your team what you want to do, so pings aren't enough. Chat is a necessity.

If somebody on my team is trolling, they won't get punished for it. Therefore, I try to get them to flame so that they will receive some kind of punishment :)
