Recently got an ifs popup on a lee sin who was intentionally voting no just to stall. And pretend to be positive to not make it obvious. He didnt int or do anything else that would flag the IFS. So unless he was banned for a previous game "possible" it was the nosurrrnder trolling that flagged him

No. This is not true. As far as the public knows, the only surrender voting that is punishable is when a premade group decides to force a surrender of a obviously winning game onto others.

No, that's not how ifs works. I've had games where I didn't report anyone and the pop up came. That's because you get a pop up when your report is the last to trigger a punishment, but the system still needs to scan. It's most likely faster to pick up zero tolerance phrases, and slower for general harassment.

Doesn't work that way, but if it could, that would be nice.

Don't think automated systems can ever pick up "sarcasm" of this degree.
