"Negative behaviour"
yes but reporting them for negative behavior only goes so far, if riot uses the same replay system we have now to view instances of bad behavior then they cant see the chat logs during the match. the chat logs alone don't lend context to a report without being able to see the in game reason for certain parts of chat

They have access to the lobby's chat.
I understand and as the post below your indicates they have access to a lot of things, the one thing they don't have access to is the intentions of the players.
they have access to pre / post game chat, click locations, keyboard and mouse inputs.
they see alot of things that you don't think they can see.
This would fall under griefing.
If it is a blind pick match, I'm sorry to say but there is no concept of stealing role. Blind pick is just that - 5 team members pick with no rules, no meta, etc. Now if someone does something weird, like double jungle, solo bot, duo top, mid lane ADC marksman, etc, it's not bannable. But if they venture into trolling territory, it's probably punishable as negative attitude/intentional feeding.
In draft pick, it is reportable and punishable under negative attitude/intentional feeding to refuse to play the assigned role and/or to outright steal others roles.
