the player behavior system needs a compete overhaul and it needs to be the #1 priority. drop EVERYTHING you're doing and fix your fucking shit

the current system is INCREDIBLY biased towards people who are negative in chat as opposed to actually trolling
a significant chunk of the playerbase is abusing the report system by deliberatly riling players up for the purpose of getting them banned while staying just under the radar enough to avoid punishment
players with social disabilities such as myself aren't given reasonable accommodations to protect ourselves from our own chat.
more and more people are resorting to /mute all as opposed to trying to actually be positive.
low elo is a hellhole. and is completely luck of the draw, and unless you're at plat skill or better, you're not going to climb out of bronze
the 5% statistic is bullshit. and hasnt been updated in 3 seasons

thats because one is easier than the other. All they need to do is look at chat, if they see anything like slurs, or telling people to kill themselves it punishes them. Whereas someone playing poorly might be playing poorly or is trolling. how do you tell if someone is trolling, especially when they dont say anything in chat? Do you ban them because you think they are trolling?
This really goes to one of the first rules of the internet. Dont take the bait. Dont need the trolls, etc. The best way to combat people like this is just muting them, dont acknowledge them because all they want is your reaction. You give them that and theyll keep on pestering you. That stops the moment you mute them!
Im not quite sure what type of social disability you have, but could you go into detail on what your problem is, and what type of accommodation you need? Because again using the mute button would help in the long run especially if you dont like what people are saying in chat.
Is there something wrong with muting everyone? if that what you have to resort in order to not only enjoying playing the game, but trying to win, why would that be a bad thing? It sucks, but basically Pings can cover just about everything you need to communicate with your team!
I mean do you expect it to be a piece of cake? Its rank. it needs to be challenging, but while i agree it can be hard. its not impossible. If you are finding it hard to climb, its more than likely the ranking you are suppose to have.
5% actually is accurate. You have to remember there are 10 millions+ of accounts for this game. 5% is still a huge number from 10 million, so im not sure why you think it is bullshit!

The system isn't perfect, but Riot would rather have it have the benefit of the doubt then ban every single person who may or may not be feeding/trolling, etc. the last thing they want is people getting ban for one small mishap. With that said if you have some way to help Riot is all ears! The last thing I want to note as well is that people need to report these people. The system cannot catch what it doesn't know. Loads of people are under the impression that reporting doesn't work so they don't do it. Because of this people who feed/troll get off Scott free because people don't report.

The system might think that but more often than not you in this example wouldn't be punished. I mean you are basically asking for human reponse for this but sadly with the amount of games being played daily there is no way Riot could afford to pay for people to constantly look at every single report and look at it from a human perspective. This is why they took down the Tribunal and are trying to rework it. Hopefully the people who do apply to be apart of the Tribunal will actually help this time and hopefully make a dent with reports like this.

While I've never had a chat restrictions I can say I rarely use chat unless it's basically to say GJ, or that I'm going back to base, getting Sighstone. Aside from that I basically use Pings for any other type of communication. And it works for me. Granted it's not for everyone but it helps and it's at least an option for people who don't want to use chat as it might make them toxic or tilt. I'm not sure what more people could want. More pings might help, but you can't force people to use chat especially if they don't want to use it!
