Title says it all. Let the team vote on if two people need to stop flaming each other and focus on the game.
Often times people are too heated and upset to think clearly and /ignore the other person. Putting it to the team as an option will be great for everyone involved.

Not a bad idea, but having to be able to decide this AS WELL AS actually playing League for the gameplay aspect is too tedious and time wasting

yay another vote to occur during the middle of the game for no apparent reason i love seeing votes pop up mid teamfight or while im clearing camps Heck at the end of the game when we're about to win or lose I just can't tell you how much I love seeing a message to vote on a yes or no to decide something It just makes me gosh yeah, thats the good stuff
No, if people can't mute themselves giving me the power to mute them will accomplish nothing Now they have more of a reason to flame others, great just what I wanted the flamer to flame not one but 4 people rather than me just muting and moving on

you should not need a vote to stop that . They should know not to do that in the first place.
just mute both then report both of the at the end of the game and let riot hand out the chat restrictions , temp bans and perma bans
