Is anything being done to improve the anti-competitive behavior problems at Diamond V?

Everyone who has experienced Diamond V knows exactly what I'm talking about. It's a complete shit show, where we may as well be flipping coins to decide which team gets someone trolling or subtly intentionally feeding.

The vast majority of people just stop caring about winning; they know they can't get to Master, and it's insanely hard to drop out of Diamond V, so there's no reason for them to give more than zero fucks about whether they win or lose. Which is not what ranked is about.

Is anything actually being done to improve this situation?
