I believe it's 5% of players have received at least a chat restriction, and 0.006% have received perma-bans.

This says nothing about how many people have shown poor behavior, since the system doesn't often send out a punishments for rare instances of poor behavior.

And think of it this way, 5% would mean 1 person every 2 games, since there are 10 people per game.

While those numbers sound small as a percentage, taking into account the amount of players worldwide makes them pop a bit more. The most recent information about monthly players stated that 100 million people play every month. If 5% get banned, that's 5 million people.

I don't remember the most recent numbers for behavioral punishments, but applying percentages to actual numbers brings much better context to the conversation.
