Would it not be awesome, if after you've been punished for flaming. You play a few games and then get awarded a unique ribbon and frame border, recognizing you as a reformed player. I think that would really encourage people to have a better attitude in this game and let Riot show how a less toxic environment can benefit everyone.

I mean, we see that in real life, people with a criminal history (robbing or stuff) which is recorded are handled in a bad way even if they are reformed.

That way drivers could keep an eye out for their behavior. Constitutes as a community policing and a name & shame policy together.
But knowing the online community, the people whom were toxic would just get harassed to no end.

You had recognition, you were not perma banned Also putting a target on your head by giving you a "reformed banner" just makes me want to report you as I know you've been toxic in the past(thats logic of some people) In addition rewarding toxic people, would cause more to become toxic just to reform for the symbol or worse it'll lead to less reports as nobody wants to reward someone for being toxic

The reason I say that minus the reason stated by Cool Ice Tea above is that there are a good number of people who might resort to intentionally getting themselves punished just so they can get that border and ribbon. Some people have an overwhelming urge to unlock every feature of a game for themselves as a sort of achievement system they can brag about and having such a reward for reformed players would also inspire these completionists in a way.

Fallen London has a storyline, Seeking Mr Eaten's Name, which they tell people will lead to nothing good, have no rewards, and permanently damage your character and account. They make you agree to this and state that you will never ask for a refund of any kind if you want to do the storyline.
About 1% of the player base participates in it.

Calling for reports is punishable since 9 reports equates to 1 report, so technically, you're asking others to just point fingers at him.
People being punished by these circumstances has always happened for a long time. Well, I understand about your opinion since you JUST joined Boards like 9 days ago.

The people pointing out that it could be abused are simply not considering that abuse scenario's can be coded around.
I'm not sure if a ribbon or border would work. Maybe just a summoner icon?
