Would it not be awesome, if after you've been punished for flaming. You play a few games and then get awarded a unique ribbon and frame border, recognizing you as a reformed player. I think that would really encourage people to have a better attitude in this game and let Riot show how a less toxic environment can benefit everyone.
This is like a big fat sign for "i can be toxic, go trigger me"
I can imagine some people would love to trigger these people and make them lose their control just to get them punished again
would prompt ppl to get a punishment just so they could get the ribbon + trolls will know the person can be made to give them the attention they seek.

This, as neat of an idea as it sounds to be, could pose some issues too. The reason I say that minus the reason stated by Cool Ice Tea above is that there are a good number of people who might resort to intentionally getting themselves punished just so they can get that border and ribbon. Some people have an overwhelming urge to unlock every feature of a game for themselves as a sort of achievement system they can brag about and having such a reward for reformed players would also inspire these completionists in a way.
People will try to get a ban to then reform and get the badge/border. This is a very bad idea, because it has unintended consequences.
I would purposely provoke people with the reformed border because I know they are prone to raging.
An incentive to reform could work.
The people pointing out that it could be abused are simply not considering that abuse scenario's can be coded around.
I'm not sure if a ribbon or border would work. Maybe just a summoner icon?
