report system rework idea.

make it so players in game cannot report. and make people able to queue as "referee" and thier job would be to spectate the entire game, and report unsportsmanlike behavior. and a hextech chest and/or ip would be a reward. in the absence of a referee. the AI would do the reporting. and players would only be able to referee so many games per day "at least and still earn rewards" referees would be given a game at random and would not referee any games being played by people on thier friends list and summoner names would be blurred out to the referee and it would be a completely random mmr to prevent bias. and would be given live chatlogs and chatlogs for players at the end of game as well. in order to qualify. a player must

A. not having a flagrant history of false reporting B. be eligible for end of season rewards C. be at least summoner level 25

What exactly would this do?

  • make it impossible to fish for reports, and make it harder to flamebait
  • make it so reports would be done by a neutral party. rather than someone in game potentially having ulterior motives "you were toxic, but you carried im not reporting you" or "you threw a few shut ups around , im not offended but you went 2/10 so im reporting you hoping it sticks"
  • potentially make things like trolling/ feeding easier to catch assuming referees reported accurately

Infeasible (do you know how many games of league there are per day?) and also doesn't accomplish anything more than the current system. You're not punished for being reported in a single game, you're punished for a series of reports that prove you're toxic regardless of the circumstance.
