Possible solution to flamebaiters/provokers

If a person gets a chat restriction or 14 day ban. That player could gamble an extra "strike" on their account. For ONE PLAYER in any of the games listed in their reform card. Claiming provocation. This would flag their account for manual review. If found guilty of instigation or egging on. That player would be escalated to 1level higher thrn the retaliator's punishment status. The retaliator would STILL BE PUNISHED. But they can have desperately needed assurance thay the person provoking them got it worse.

If it was found that they are lying, or THEY were in fact the instigator. They would be bumped up an additional tier for wasting riot's time.

Why should someone be punished higher just because another person in their game was at a higher punishment tier?

Under your system, if a player got a permanent ban after retaliating, they could claim this and get someone who’d never done anything wrong before permanently banned because their punishment would have to be worse.

I think the current system where everyone’s punished based on their own actions is fine. People work up towards a permanent ban on their own scaling, and if they repeatedly egg people on they will get punished.
