Bring back the Tribunal and actually punish players.

I'd like to propose several changes to actually crack down on extremely toxic players.

1. Much MUCH harsher punishments. We're talking week long mutes for breaking some key rules. Month bans, and many more permanent bans. We're talking you get one stern warning, then BAM you're punished the next time.
2. Automated detection system. None of this report only punishment. If some player starts spewing obscenities it is riots job to punish these players for breaking the summoner's code. You made the law, now enforce it.
3. If a player reports someone for breaking the rules, and the system has already tagged them, then 2x the punishment. (Provided it's legit.) This way people will fear breaking the rules, as they should.
4. Bring back the Tribunal. Remember when you said it would be returning soon after y'all worked out some kinks? Yea no. Obviously you had no intention of bringing it back (soloQ fiasco version 0.1) you NEED to actually bring it back as it's obvious toxicity is only getting worse.

This is my little tirade but I can almost guarantee toxicity would decrease by 50%+ if these changes were enacted. All right ya rioters get working.

EDIT: Remember, a large majority of the player base consists of teenagers. Psychologically speaking, if we can take advantage of something and get away with it, we will. (Speaking from experience.)
