You can't enforce meta.
Kill lanes exist too, though they should at least have a support item to generate gold.
if riot won't punish intentional feeders, what makes you think that they would do anything to those players if there was a report option.
I'm a support main, I've taken "mid laners" in the support role but I always buy 
or it's Tank equivalent before buying my AP stuff on Sona, Lux, Morg, Brand, Veigar, and Vel'koz (just to name a few) so when I see supports not buying at least a sightstone, I actually get really angry when I'm doing other lanes to try and get back to gold so I feel your pain.
An AP support is still a support. They don't "need" those items, but they are better off having them most of the time. There is nothing wrong with not having them, it is a team game afterall, everyone should be supplying wards be it from the stone or your trinket.

Lux, Zyra, and Morgana have traditionally been played in either Support or Mid, with Zyra and Morgana being predominantly played as support for like the past 2 years. Calling them mid laners is like calling Leona a top laner. And no, you can't report people because they hurt your feelings and itemize how they want to. It's their choice to play how they want, just like it's your choice to play how you want. Do I get to ban people who play Rengar or Yasuo as ADC? No, because it's their freedom to choose that. Sure, my game may be bad (or they could surprise me), but unless they barrel down the lane all game and get executed to the turret the entire time, I can't do anything except make the best of my game and play harder. So you do the same. Don't whine about supports who try different builds, just play well and work off of their stuns and roots.
i kinda agree with you here. support's main purpose is to ward the map. protect the adc during laning phase and ward. vision is one of the most important things to winning the game and saying you'll play support position is saying 'i will ward the map'. not building sightstone isn't 'playing out of meta', it's the equivalent to stacking tears. it makes the game significantly harder for your team to win because you won't perform your role.
I'm a Support main. Sometimes we have to build such a way to carry people such as yourself.

I build what I want son.
Sometimes I support and other times JG. I get sightstone becuz my support champs are SLOW and immobile while I keep abilities for saving ADC. That said, when I'm in jg I use my wards in top/bottom lane so that they get vision and ask them for a pink ward.
I don't always expect sup to get it but would request them if we are losing becuz of vision/ map awareness. That said, if 
is sup, vision ward is not required. same with 
. Their traps give vision.
You just need to discuss/ talk with your sup/adc on what to build. If sup refuses ask them , politely, about gold. And if you are not playing aggressive, early game summoner then explain that too.
