We should punish players who queue with toxic players

For what reason? If they're not doing anything wrong, why would they get punished? My friend's boyfriend was toxic as fuck, but that didn't make me or her toxic.

I feel it would discourage people from playing with toxic people, who would most likely grow bored from playing alone and quit.

Just hear me out on this. If someone dodges too much you have to wait before you can queue for a game. I partied with a friend of mine who had bad internet connection, and I also had to wait. And you have to sit there with the timer open, if you close it everyone has to start over. It worked well, we didn't play with him until his connection was fixed. So why not try it with this? I see plenty of people queue with toxic friends and just sit back and encourage their toxicity and do nothing about it.

I don't agree with this because I actually report players I queue with that are toxic that game, I know that isn't the majority, but that rule would then punish me as well. Then I would be more hesitant to report the next person I queue with who is toxic because I would get punished simply for being in the wrong place at the wrong time.

Then why queue with them if you know they're toxic? And obviously if you reported them you're exempted from punishment.

Yeah like you will always know the people you queue with are toxic. The majority of people who are toxic aren't toxic every game.

Then report them when you realize they are, and don't queue with them again. Simple solution.

Many pros have been banned at some point: examples include darkwinjax, Iwilldominate, incarnation (now jensen) and xhaoweixhao just to name a few. Pros aren't immune to punishments, and citing that drunken meteos video as proof that they don't get banned is pointless and ridiculous.
