We should punish players who queue with toxic players

For what reason? If they're not doing anything wrong, why would they get punished? My friend's boyfriend was toxic as fuck, but that didn't make me or her toxic.

I don't agree with this because I actually report players I queue with that are toxic that game, I know that isn't the majority, but that rule would then punish me as well. Then I would be more hesitant to report the next person I queue with who is toxic because I would get punished simply for being in the wrong place at the wrong time.

Many pros have been banned at some point: examples include darkwinjax, Iwilldominate, incarnation (now jensen) and xhaoweixhao just to name a few. Pros aren't immune to punishments, and citing that drunken meteos video as proof that they don't get banned is pointless and ridiculous.
