What does status "hold" mean in riot support tickets?

Depending on the ticket it could mean a few things, but all of them include this:
The ticket has been assigned to an agent, and that agent has looked at the ticket.
The ticket is not fully resolved and cannot be fully resolved until more information is either obtained by the agent, offered by the player, questions are answered, etc.
