That player was not punished simply because they banned their teammate's picks. They were punished because they did so as part of a large plethora of trolling behaviors.

Banning a teammate's pick on its own is not going to prove trolling behavior, even if you are doing so only to troll, thus it will not be punished on its own.

I would treat it the same as feeding.

It is fine to feed if it's unintentional. It is not fine to feed if you're doing it intentionally.

So similarly, it's fine to ban a teammate's champion pick if done by accident or if you believe that it's for the benefit of the team (like if the enemy has first pick and you suspect they will pick the champion first).

But to do so purely for the purpose of pissing off your own teammates is trolling. And trolling is bannable.

The issue is proving that they are banning a champ for the purpose of trolling and thus it likely takes admission of guilt along with a manual review.

I think... (my own opinion) it works like this:

Let's say you absolutely HATE playing against (or with) a particular champion. For example, we'll pick Amumu (He's already sad). If you consistently ban Amumu in every game you play, some people might get mad (if they hovered him) but the fact of the matter is you're not trying to ruin anybody's fun or anyone's day - you simply hate playing with or vs Amumu. You may get reported once in a while from the angry Amumu main, but I don't think you'd end up being punished just for banning the champion.

On the other hand, lets say you always ban the champion your Mid-lane is hovering. Doesn't matter of they hover Syndra, Zed, Yasuo, or Darius. If they're going mid, and they hover a champ, you ban their champ. You're purposely pissing people off every match. That, IMO, will get you punished eventually.

Just my take. I could be wrong.
