How do I Guarantee that this Person gets Banned

As the title says, I have just encountered the single most toxic person that I have ever seen in the 10 years that I have been playing this game. I'm not going to post chat logs from post-game because A) the utter vitriol that came out of this person's mouth could make the Pope mad and B) it's more work than I'm willing to do to go through it all and cut out names.

I sent in a report and I did get an instant feedback report almost instantly, but that just tells me that he was punished. I straight up want his account gone forever. I don't just want to see him getting a chat restriction or a 2-week ban. I want to see him needing to restart from level 1 if he really wants to play this game that badly. I want to post on here the last message that he sent to show you guys that it was, in fact, that bad, but I'm not sure if it's possible to cover it or if that line alone will get this post taken down.
