And then wonder why their allies are losing because they refuse to help them for whatever reason, flaming them for having a bad game and losing and ask enemy team to report the losing teamate.. should be considered trolling and helping enemy team.. I get this kind of behaviour lately and it start to get on my nerves that those kind of people get away with it.

This Exact thing happened to me when my lanners would refuse to help getting camp invaded by the enemy jg and then blame the game on me for "Not Ganking"

It depends on the situation. Occasionally, it's more strategic to gank winning lanes and ignore losing lanes if you're the jungler. It's kind of gut-wrenching to throw your teammates under the bus like that, but it's a pragmatic option that works.

But even then, flaming your teammates is never okay.

Sometimes there's a lot of lost causes that will lose the game for you if you help them. Enabling that player to break even wastes the jungler's resources and presence elsewhere. You're going to have losing lanes and if that laner is going out of their way to die under the enemy turret, that might be questionable. So some people might be used to players inting over not getting help, it happens as well. But it's silly not to give the person the benefit of the doubt.
