My actual question: am I allowed to send a report over player support inculding a screenshot? I do not trust the normal reporting system to take out this player fast enough. Well I just did that already, but now I'm curious if that is actually allowed...

Yes, you can submit a Support ticket under 'General' and it'll be forwarded to the right team. Rhojin confirmed this a few days ago in this thread.
