we need to have a report system that takes into account what people say to you
someone will flat out insult you yet you don't have the right to say anything back in the game

What other people say doesn't matter, only what you say.
2 wrongs does not make a right
Player A insulted Player B.
As a result, Player B insulted Player A.
Player C, Player D and Player E all have their game ruined by the argument between Player A and Player B, so they report both of them.
The "cause" of your behaviour doesn't matter. All that matters is that you are contributing to ruining the game for the other players within it.
Just mute the offender and report them after the game.
The good old "but mooooom, he started it" argument didn't work when you were little, either.
