Can first timing new/reworked champs in ranked be a punishable offence?
Just got matched with an Irelia who never played her before in a ranked game. Of course she fed the enemy top because she had no idea how to play her.

Sadly, no. While I will always encourage people to play nee champs in bots/norms to learn them (or the practice tool) it is by no means punishable to play them first time ranked.
The issue becomes how do you guarantee someone's never played them before?
Furthermore, ranked is not "special" - it is just a game mode in which you are assigned a LP and rank in comparison to others. That's literally the only difference between ranked and normals.
So, where would you put the cutoff? 1 game? 10? Master 3? Would you require that level for all champions the player intends to play in ranked? And what about a 1-trick? Or even someone with 1 per role? And can someone pick a champion they don't have enough "experience" in order to trade with another player? And what happens if the trade doesn't go through?
I know it sucks to run into 1st time champions in ranked, but penalizing that player? That's kind of overkill.
