So I just reported an ultra toxic player and I'm wondering if he will be permabanned.

In champ select he called me the N word. Then he was being toxic in game, Idk exactly what it was over, as I was too busy to follow chat closely, but I said be sure to report him. His response was "you'll be in fear for your life if you report me boy". I imagine he went on, but I muted him so idk. Then in post game I said to report him, and he called me a %%%got. I reported him for verbal abuse and hate speech. In the report box, I wrote hate speech and death threats. Will he get permabanned? I'm wondering cuz his hate speech wasn't in game, and his death threats may not be picked up by the AI. (wtf rito bring back the tribunal)

Generally stuff like the N word is pretty harshly cracked down on. That being said punishment is only instant in rare and extreme cases. The way reports work is that they add up. As if your number of reports in the last X games reaches Y amount auto punishment going into effect. There are also things that get it flagged for Rioter attention which brings and actually person in to look and judge, but there is now way Riot can do that for every game.

So even if your report doesn't instantly impact them it will add up and get them punished if they continue to be toxic.

If his account was banned, he can create a new one.

So no. He was not permabanned.

That same person is now acting the same way towards new players.

Your report was 100% ineffective.

Not only that, but since you asked others to report, your account is now in jeopardy.
