Outrage culture! Despite what you think, what the person said to you doesn't amount to hate speech that would result in an instant suspension. They are assholes who shouldn't wish death on peoples famliies, but we're not in instant ban territory.
Leaving/AFK is handled by a separate punishment system.
If they were intentionally feeding, open a support ticket so the account gets a closer review.
Here's the thing - don't let these people get to you. Anyone that flames like this in a video game is a sad, sad soul. Don't waste another thought on them. Move on.

i've had this many times actually and riot can never actually go into detail about if the person is banned or not, but if they do say shit like that, i go straight to riot support and make a ticket because it is taking it to far.
You're not alone! I totally get this frustration. Everyone's under the impression that you should desensitize yourself to these things and become dead inside but I believe it's completely normal to be upset when someone says garbage things towards you. You're allowed to be pissed off!
I don't usually let people get to me, but when it's multiple games back to back with different people being complete dumpsters to one another, even if it's not directed at me, can get to be a bit much. But I always try to follow the saying " Be the good you want to see in the world. "

To be honest, I don't think being toxic should be a bannable offense at all. Easiest thing in the world to tab+click mute. Riot needs to be focused on improving the reporting system for inters and griefers. Too many people are toxic for riot to get rid of them all, so people need to take it upon themselves to not gratify these people until the simmer out and get bored of flaming. Too many people are worried about what their teammates are saying instead of how they're playing.
Soon you will say that , if someone say " i hope your dog will die" , then you will say is part of family so that's banable too .
"I hope your babys will never born " , if you want ideas on what should be toxic " i hope you die single" , " i hope your doctor tells you have 1 year left to live" ," i hope your house to explode " , "i hope you fall out of a mountain" , there are many uncovered scenarys you can't cover actually , so you never know what people will say... , is hard to really think about every way you can be toxic... , and that doing throught hidding words ,or etc... , the computer will extremly hard process the data... ,will be very difficult for him to understand that as toxicity... , he dosn't have same brain as us humans who can analys the sense of the sentences... , for that he would probably have to know the whole dex of every country ,and words side by side meanings... , which would be a huge effort..
For exemple , you can say hope followed by word kill , could mean something toxic , but when you say "i hope you kill him this time" wouldn't sound toxic... or " i hope that killing yourself wasn't worth it" couldn't be toxic .. , or different views of various uses.
Just imagine for 1 day ,people to learn to use non toxic collected data ,which will be hard to be punished by riot IFS , and imagine now that Riot would have to manually check all unsolved cases ,where the IFS can't action =)) , so tell me what are the chances for the IFS fail ... and to don't ban someone ,and him to escape without to be checked ,because i am pretty sure that Riot dosn't anymore manually check flame cases.

but that is all it is. it SHOULD be. but it isnt. and the IFS is kinda old by now. so if this stuff isnt banable yet, it most likely will never be.
its a guy saying dumb stuff in a videogame chat, just mute him. but of course inting feeding etc should be a more consistent reason to ban people, to much people gets away after feeding and going afk

Rather than be offended about what this player said about your family member you should feel sorry for the state of mind that player is in to have said such things, maybe his life isn’t going so well and deep down he’s struggling internally with his own family problems, I’m not saying that what he said isn’t bad but at the same time you should be the bigger person and just mute said player and play your game, sometimes you are going to experience bad things in life but rather than being coddled “riots report tool” Just move along, Be a human being and persevere ok cool.
I had a super toixic midlaner who told me the 3 letter k word and so far I haven't been notified of a penalty for htem.
He should be banned for being bad, but does riot get money for it no, then dont bother. not like the random person can do anything about it.
