Harsher punishment for last-minute dodgers

If you're the last overall pick in draft, or even the second to last overall pick (overall meaning everyone, all 10 players) and you VOLUNTARILY dodge, you should incur an immediate 30 minute penalty. No 5 minute slap on the wrist, just straight to 30 minutes. Do not pass go, do not collect 200 dollars. I'm sure there's a way to tell the difference between someone who experiences connection issues and someone who presses the 'x' on the top right of the client or alt+f4.

I was in back to back to back lobbies last night for almost a full hour because of people doing this. I just quit and went to bed.

Either that, or have something to where if a player has been in queue/champselect/queue/champselect for 'x' minutes, they become immune to autofill, or get additional IP, or something, i don't know. Anything to soften the blow. Give me an increased chance to get a key fragment, I don't care. Just give me something to take my attention away from the fact that I just lost 40+ minutes of my life waiting in lobbies and draft phases.

I fully support harsh penalties for people who voluntarily do anything that is trolling/anti-competitive in nature.

However, the issue then becomes proving it was voluntary. There's no way to prove someone exited the client because they wanted to, versus exiting the client (and/or turning their computer all the way off) because they got a call their spouse/child/parent/etc was in a car accident/at the hospital/needed picked up from school/is sick/etc.
