Are pbe reports taken seriously?

Kind of tired of people announching that they're going to go afk on pbe. Happens quite often. I can understand getting disconnected, but there are a lot of those who simply type in "I'm going afk" and then the all to familiar announcer chat "A summoner has disconnected"
