Could we consider friend list transfers for banned accounts?

No, I'm not banned, nor do I plan to be. However, I read a thread that in which the OP stated that if nothing else, he would like his friends list of the people he used to play with.

While I can understand the perspective of not getting your skins or anything else from the banned account back (you did break the rules, after all), there is some merit to the fact that real friendships can be born as a result of playing this game, and those friendships often exist only within the confines of the game itself. It doesn't seem unreasonable to me to allow people to at least get a list transfer or list of names of friends upon being banned; this allows players to reap the consequences of losing account progress while not also forcibly tearing them away from others they could have formed friendships with.

If someone is permanently banned, Riot does not wish to do anything to encourage the player to come back. While they will make clear that it's not prohibited to make a new account, they do not want to encourage players to do so by allowing them to transfer friends, etc. The goal is to have the toxic player leave once permanently banned. Part of that punishment is losing all content on the account as well as friends list, etc.

Why would anyone expect RIOT to make anything which would make a permaban less punishing?
