yes it's a useful tool. but should players really be forced to use it? especially in a team based game. ritos overzealous ban policies have left neutral and even positive players afraid to type. and encourages active non communication due to trolls

Chat is a dumping ground of hostility and verbal abuse and is often used as an outlet for aggression onto undeserving people who, in turn, often retaliate with an equal or greater amount of negativity. Players can make all the promises and claims they want about being exemplary and different from others, but my history indicates that nothing is further from the truth. Seldom do I ever encounter a wholly positive individual in league. The discovery of those too few and far in between gems are not worth running the risk of online anonymous attacks. I have sworn to guard myself against all hateful, angry, and hurtful comments in game.

Mute is a useful tool, and I agree players shouldn't be forced to use it every game to avoid toxicity.
But, neutral and positive players aren't really afraid to type. I'm surely not, and trust me I've had my bad days before. I've never been punished because I still remain positive and respectable in chat, even when there are trolls present.

Im more referring just to the general atmosphere of people afraid to communicate and stonewalling each other because they are afraid of being either reported or trolled

That's perfectly okay, but I'm honestly having a hard time thinking everyone who doesn't talk in games does so because they're afraid of trolling or being reported.
Because at the end of the day, even if you do talk, as long as it's neutral/positive you can't be punished if you're reported. People can report for whatever they want, but unless the report is legitimate, it is thrown out and the person filing the false report will have their report weight reduced because of it.

Im in no way saying every person who doesnt type does this. However. Lack of chat creates an equally toxic environment as someone spewing insults. Because if someone is trying to attempt to call plays. Regardless of whether they are good. A and people continuously ignore them. It's INCREDIBLY frustrating. And this is usually when the actual insults start happening
Desolas Arterius1 votesThat makes a little more sense in the scenario you described. It is indeed frustrating, but that doesn't mean players calling shots can insult the others who don't want to listen.
Play calling is perfectly okay when done respectfully, but if a player chooses not to listen that doesn't warrant poor behavior from the shot caller.
I do agree lack of chat can still create toxic environments, but the situation you described is not a good example of that. That to me sounds like the shot caller has a short temper and doesn't like being ignored.

However, your team decides to back to defend a lane, now the correct play is no longer to hang around at baron.
Plays evolve based on the position of everyone, if people listen to your calls, great! But if they don't then you need to change your calls as adapt.

I mean if you're being a tard in game, than you shouldn't be allowed to play in a competitive area where if a player calls you out than it's their fault. Stop making league look like it's some great game, that is full of helpfully and kind people. Not even mention the hostility you'll find every game, and trolls/feeders/spammers/smurfs. You want some advice. Just mute everyone, so if you guys lose you wont get tilted from the chat, and two you wont tilt anyone else, cause you know saying "hello" is very tilting to people to feed and throw the game. Talk in your pings, lol you can just spam them, and they can't really ban you for being "concern about your teammates positioning." ^_^
