Normal game, a Leona types "kys" and "get cancer" to a Vayne for picking her but having a 31% winrate on Vayne but then Leona dodges so no one can report her.

Screen shoot anything like that as soon as it happens. They do get banned and punished for it. All you got to do is send it to Riot Support if it's that important to you. So you blaming Riot Clients for being unable to punish someone because you didn't think or quick enough to think of screenshotting and reporting it to Riot Support is silly.

You can report her. Just remember the name and open a support ticket
