You should probably take a break and seek professional help if you mean what the title says. Trolls and inters get punished, but thay part of the system needs improvement.

If nothing happens to other people breaking the rules, then why are there so many threads posted here by people complaining about getting penalized for breaking the rules?
You're just assuming that because you got penalized that the other party in your fights didn't. In many cases, both sides are penalized, but you don't get to hear about the other person's punishment.
