Well, early surrender votes need to be unanimous because every game is winnable, and or someone wants to keep playing. Yes, however, you can/will get afk or grief assuming you got reported by the one player.

All four would be liable for their own offense; "opening lanes" is a punishable offense, as it's counted as trolling/intentionally feeding, and consequently merits a 14-day suspension on the first verified offense.

There's a difference between holding a match hostage and stubbornly refusing to give up. As it were, there needs to be evidence that the player is holding the match hostage by voting "no", elsewise it has to be assumed that they're just stubborn.

If they are holding the match hostage, though, they will be held accountable for that behavior and punished accordingly if reported. That does not, however, give the other players the freedom to open lanes and break the rules themselves.
