according to riots current punishment system: player 1 and 2 get a 14 day ban at the same day, player 1:200 games in the 3 following months -not reformed. player 2:5 games in the 7 following months -reformed.

Actually, this is untrue!
Account deescalation is based on the number of games played, NOT based on the amount of time.
So no worries -- if Player 1 has 200 games with positive behavior in three months, that player is likely down at least one level of punishment. Player 2, meanwhile, has only played 5 games, and so the system hasn't deescalated his punishment tier at all!
That's Not how it works though. Player 1 could be Reformed to some extend depending on his behaviour. Player 2 couldnt be Reformed in the systems eyes.
