make it so if a player who bans champ who an ally has selected as pick intent can be reported for "banning a champ on own team"and lose thier ability to ban for a certain number of games,and are automatically 1st or second pick. they wouldn't lose out on ranked or hextech rewards, and it wouldn't count towards any sort of punishment unless they were doing other things to troll as well. similar to a low priority queue. but instead of being on a timer. they are unable to ban champs for a certain number of games this also helps with people who dont pay attention to pick intent. or panic ban to avoid a dodge penalty
