Yes, he was. However, he was also given an ID Ban (Ban you on sight) as well. They lifted the ID Ban, but not the perma bans on his accounts he previously played on. Hopefully he's true to his word about being reformed.

He was allowed to play/stream League under the condition he gave Riot all accounts he played on recently for review so they could check for toxicity, etc. After coming back clean I guess he got the green light. He won't get any of his accounts unbanned but he will be allowed to play league under new accounts.

hes probably under strict watch lol he avoided the bann system for a long time and got a lot of accounts banned. with 300k+ viewers you have to guess riot is watching for him to ruin games again.
