I took a year and a half off of playing League and came back this season. The player behavior is as bad as I have ever seen. Players are intentionally feeding or afk in about 25% of games. They get reported by multiple people and I have yet to see the pop up saying a player was punished! Seriously, not a single person I have reported has been punished all season. Absolutely excusable when some of these players actions deserve perma bans.

Multiple reports do not increase the likelihood of a punishment being administered, and the IFS message does not pop up consistently.
For what it's worth, I think inters and trolls need to be punished much more severely and much more consistently, but it's not exactly an easy thing for an automated system to do consistently.
yes. I got perma banned for calling someone bad at the game and stupid after they flamed nonstop and fed 15 kills. but my teammates yelling you stupid F*king C**ck sucker are unbanned

Here's the deal with this topic:
I personally email Rito since the day I started playing LoL, back in Nov. 2018. As you can see im a totally new player, and I didnt know how to react to certain behaviours. So I emailed them and asked for some punishment or at least a warning to players reacting with : "I HOPE YOUR MOM GETS FUCK#ING CANCER YOU STUPID PIECE OF SH#T NI#GER". What I got? You guessed it. Bans. To me! Chat restrictions in the beggining leading to a 14-day and a perma after 3 months. For what you may ask?
-Stop inting plz -It was pretty obvious Jax was in that bush -The map is there so you can look at it -Why do you play Shaco for the first time ever in Ranked? -Can you just stfu and play the game? -WHY THE FUCK ARE YOU CHATTING AND THEN BLAMING ME FOR THE DEATH? -I ping that I will gank > 0/11/2 laner texts me after dying 10 minutes later: "WHY DID YOU PING ME IF YOU DIDNT GO IN? LOOK AT WHAT YOU DID. GG FF15" > I write in all chat : "Plz all report my yasuo for crying and inting"
Support Team emails me back every single time telling me that my reports do get through, so the players that should get banned, do get banned. Problem is, 1) I dont believe them, 2) they do nothing to make me believe them (clearly not caring)
That is my 4-month experience with Rito Support Team (the bullshit in that title....astonishing) and LoL report system in general . Also, 4 IFRs in 4 months. It makes players feel unable to punish those worth permabans and to top it off you ban them instead for defending themselves with the only weapon you have left them with; words.
If you want some advice, punishments should be MUCH MUCH more severe. But the catch is that they wont be as frequent. How? You should investigate why a player did what he did and whether he/she are toxic for no reason. As far as inting goes..... thats where you perma ban, especially in Ranked.
Last thing. IFRs. Give them to players CONSISTENTLY. I mean... why not ??? Every single time a report gets answered by punishment, give one to the player that made it. Its that simple to make people report bad behaviour and stopping these freaking disgusting players from destroying your beautiful game.
Truthfuly, if you cared about money a little less, you could make the game so much better and enjoyable, that you would make twice the amount you would "lose" in a matter of weeks. Take a step back and listen to your community, plz.

I got a chat restrict, and since then have followed the worst of the worst accounts I have reported.
I have a graveyard of at least 16 different summoners, 20 accounts total that have not played since.
Just look around the boards and you will find your answer. (Yes they do get punished, if you wanna just take my word for it)
