Reformation and Permanently Banned Players

This is a followup for the question the support team answered, about toxicity and reformation.

I submitted this in Ask Riot just now but wanted to leave it here as well. I see quite a few people in game that say they have been permanently banned for toxicity, but they don't seem to be very toxic on their new account(s) when I play with them, what happens when a player who was perma-banned creates a new account and uses it, but not in a negative way? The player shows genuine improvement and positive play all throughout their games, are they still held to the same mistakes that they made in the past, and their present progress simply ignored because they were banned.

I'm very curious about this, thanks to any Rioter who responds, or even player in general. Maybe I can see the community's opinion on the topic.

The new account is treated as such, all standing from the previous account mean nothing.

A new account is given a clean slate. However, early levels have more stringent detection methods in order to better filter out bots and toxic smurfs, so if you get banned and don't reform all at once, there's a good chance you'll end up punished again pretty quickly on a new account.

If a player has truly reformed, they have nothing to fear on a new account.

Players who create a new account clearly know that there is no ranked. Most of the players are banned from Ranked Draft Pick. Once they get out of ranked, they start playing in peace for the absolute reason that there is less competition. Competition creates toxic players. I know that because I have a friend who is acting like that every time he play in ranked. But, some players are just chilling in ranked, losing or not they just don't care, they just want a very specific goal like, climbing to a certain rank or division. Some are just playing all days all night and raging. In my case, when I lose, it piss me off sometimes because I know what I've done and I know what I've ignored in the last game. But I don't take attention too much on it, I proceed for another game and that's all.

the old account remains banned and the new account can play the game.
