Lately i've been seeing people in game make jokes in game about Riot, may it be about balance or some other concept they've developed to poke fun at, and these jokes normally start off with "Hello, we at Riot Games ____" or something along those lines. It's obviously a joke, and I was curious to know if this is considered genuine impersonation? I think that would be a little overboard for telling jokes.

Generally speaking, impersonation is when a player attempts to use the perceived influence of a Riot employee to harass or bully other players.
Examples "I'm going to forward this game to wookiee so that you get banned for X" (also, if an actual Riot employee said that, they could get fired. Historical precedence)
"I hope you enjoy when I remove all the skins from your account"
Making a joke is not part of that, because it is understood (from the perspective of any reasonable person) that they are not from Riot and not trying to harass other players
