Why is there no report option outside of end-game screen?

I'm just curious why me and my friends are punished by having to wait 5 minutes for dodging out of a queue when someone is saying they're going to feed, and yet they get to just queue right back up with no punishment and no circumstance. Doesn't make a lot of sense. I'm not sure what the appropriate solution would be, but I just don't agree with being punished for trying to avoid toxic players.

I propose a vote in the champion select screen where everyone can vote on a toxic player to disband the lobby with no punishment (Or even better, a punishment for that player.)

I'm no design expert, but I've stated my complaint and I've stated what I think is a viable solution, and that's really all I can do.
