Yep. Riot has decided that reacting to negativity with more negativity is something they do not want in their game.
Suffer through the game, if you can't get a surrender, report, and push it out of your mind. The second you start hurling insults (which is exactly what a troll wants you to do) you open yourself up to punishments.
It sucks, but the only thing you can do is wait it out. Refuse to give the troll the reaction they want. At least you can claim a small, consolation victory there.
