Is honor live right now or coming later in this patch?

I saw it mentioned in the patch notes and the page Riot has up about it, but neither of them specify when it will become active. I havent seen it after any of the games that I have played so far, so it is coming later this patch?

Next patch. It says 7.13

It's live in OCE. They're using that as their live-test region for the system.
