My jungler intentionally feeds and trolls us by sitting in our lanes smiting minions/taking them

My jungler a few days ago intentionally lost us the game by refusing to leave my lane and would smite away my cannon minions, and use his rammus ult to steal the waves away from me while dying to the talon every 2 minutes saying "im not leaving until you do x for me". I reported him and sent in a support ticket with like 15 screenshots.

I check his matches a few days later and guess what? He played a game 4 hours ago. This is what you want, Riot? People are getting banned for getting frustrated at people flaming them, buts its ok to literally run it down mid, smiting away minions and dying while saying "i wont leave until you do x"?

I am thoroughly dissapointed and disgusted with this system. Good day.
