escalated reports.

i feel like in order to better deal with trolls who are evading the instant feedback system., and also to cut down on the amount of report begging by the people who have "or think they have" low weight, players should get 10 "escalated" reports every 24 hours. these reports would ignore hidden weight, and if the player would be reviewed for punishment based on that report. it would trigger a manual review as opposed to by the bot. and would REQUIRE a description in the comments box
