you don't get higher and higher punishments for the same levels of toxicity. you get higher and higher punishments for increasingly less levels of toxicity.

before any sort of punishments happen, one is allowed to be rude in the interest of playful banter as long as they keep it small and decent. when you get the 10 game chat ban, the system now has you on it's radar and it will allow you less and less freedom to flame the higher you go on the punishment scale.

when you get out of the two week ban, you are at the epitome of mercy! when you are here, literally ANY example of toxicity, harassment, report call or unsportsmanlike behaviour is enough for a perma ban

"this tristana is useless" is enough

"report x for feeding" is enough

"you guys are all muted" is enough

"im reporting you and can't wait for you to get banned" and it's variations... is enough

It is also my favourite line in all these chat logs

I think the actual situation here is that it FEELS like you get punished for less and less toxicity, when the real test is "is this toxic enough to earn a punishment?" I believe the bar for a punishment is lower than many people think, which causes this perception.

For example: on a scale of toxicity (where 0 is no toxicity and 10 is an immediate permaban), a 2+ gets you punished, because toxicity isn't allowed. Many people who get punished are at a 5+ though, which means they could improve by over 50% and STILL be too toxic for League, so it FEELS like they're punished for less and less. What's really happening, though, is that they just still haven't met the criteria for being a good player, and the number of chances to prove you've changed decreases slightly at each tier of punishment.

I don't think that you get increased punishments for less toxicity by default. I think what mostly happens is that people get punished, improve slightly but are still toxic trying to toe the line, they get punished again, become slightly less toxic, rinse and repeat.

It does sometimes take less games to get another punishment if someone is recently off another, but the toxicity they displayed in the game would have gotten them punished before. Theoretically nobody should be getting permanently banned for any toxicity that would not merit a chat restriction. They may have less chances to screw up with that toxicity, but it is not that the toxicity is any lower than what would've gotten them punished.

Tldr: it may look lower and lower with each punishment, but that's more a factor of people trying to game the system than it is them actually being punished wrongly for less toxicity than would normally get a chat restriction.

I don't believe anyone can get banned for you guys are all muted? Because I remember one vayne whom I lied to saying, I have you muted(I lied to cause then I can feel smug and let them keep ranting thinking I can't see it so I can make a reasonable guess rather to report for their behavior or not) cause she blamed me for her being not in the right position and I dind't "peel" for her even tho they had a Yas and some other mobility champion and she wasn't stuck to me like glue so she blamed me. When I refused to comment back at all to her toxicity, she told me, "I am going to report you for inactivity/lack of team work" or whatever crap, this has happened to me even in Heroes of the Storm and I would assume Riot would have the same policy as Blizzard as they can not report you for not "communicating" since there is a mute function for a reason to stop the toxicity. I do believe both companies will not ban you(cause I haven't been banned ever) for muting someone or a group of people who are ruining my game.

"you guys are all muted" is enough
