@RIOT: Please fix your automated system !!!

So I just played a game and it was going well, however the enemy team complained that their Gragas was flaming super hard. In the post game lobby we found out that Gragas is EXTREMELY toxic, the cancer wishes, sexism, racism and all the good stuff. Not to mention his summoner name is also racist and homophobic. We all reported him of course, only for me and my friend to see him in our lobby next game. Of course as soon as he saw us he locked in cleanse and ghost with intention of trolling which he did, he inted the entire game and flamed too. We and the enemy team reported him AGAIN. So he has 9 reports in 2 fucking games in a row with terrible scores because he was inting. Do you think he got banned? Lol, gods no. But some poor bastard who wrote "ggez" probably did get a chat ban, while this toxic person keeps ruining games for weeks, judging from his match history which is full of losses with extremely negative scores, so I guess he was inting for weeks.

Please fix your goddamn system, I myself know how easy it is to get a chat ban for nothing but arguing without any slurs or cursing, but this person who is racist, homophobic, sexist, wishes cancer, intentionally feeds FOR FUCKING WEEKS gets nothing... I am sick of this tbh...
