Yes, exploiting bugs is bannable. I've seen a few ban waves over the years for exploits.

You're right, it isn't really a but, it's technically an exploit.
It basically gives them tons of damage and regen for an all-in or severe chunking of the opponent on return to lane, which is a cheap-shot imho.

What you'd do is, buy the potion, use all the charges, sell it, undo, use all the charges, sell it, undo and go into lane with 5 charges of the potion running applying the extra damage from that as well.

oh lol. funny riot has really problems with charges, remember when you were able to buy and sell item 3041 and buy and sell and buy and sell........ and gain stacks this way? :D

lmao no you can exploit anything you want as long as its not illegal like messing with game files ect. Using bugs in game that riot should disable/fix isnt your problem at all.

release rework sion had a bug, where you press "s" during his ult and will stop him briefly in his current location.

People did that to slowly aim at a target

You were also able to change directions by placing wards.

Riot deemed those exploits to ruin other's gaming experience and banned people for it.

Not how that works. If you are abusing a mechanic, in a way that obviously was not intended, you always are at the risk of being banned for it. And if the intention to abuse the mechanic (as opposed to accidentally recreating a bug) is obvious enough, Riot will ban you.
