If the only time he's saying it is in pre-game (although that kind of attitude does tend to leak out in game), you can always file a support ticket referencing those games.
A lot of people seem to have the mistaken belief that pre/post game chat isn't recorded. That's because, when Tribunal was still active, there were technical issues that prevented inclusion in the cases we saw. Riot had the files, they just weren't part of what we saw.
It takes multiple games to make sure it's a pattern of behavior. If you don't think the post-game reports are enough, send a support ticket, referencing the games and explaining what the player was doing.
Believe it or not, Riot doesn't want those kinds of players ruining games for others. And they do have methods to spot them. It just involves more effort than does scanning chat records.
And if you honestly don't think it'll get picked up via the standard post game report, you can file a support ticket with details about the games and the player involved.
Aegon, instead of complaining at poor RIOT with their limited resources, why not help them out?
You can directly send in a ticket to RIOT with pictures of the statements (Print Screen works in Champ Select and transform it into a png file). RIOT is very professional and will look into your report request around 3 days or so.
Of course, RIOT will not tell you what they decide since that is none of your business, but you can guarantee that they look into the report.
